    If an agent represents both buyer and seller, simply make it a MANDATORY disclosure requirement and both seller and buyer MUST sign disclosure documents acknowledging they are aware of this. Pretty simple!!!

    Oh, and a pennies on the dollar penalty will do NOTHING!!!! Get some teeth and make the penalty HURT.
