The Growth Plan for the Greater Golden Horseshoe 2006 is a 25 year density intensification that directs all cities to increase their densities. One of the areas cities have all been asked to consider was to legalize rental basement apartments and overnight on street parking to help meet the numbers. Toronto is already doing this in most areas.

I think Hamilton is living in the wrong century, and as the cases are brought to the Ontario Municipal Board, Hamilton will lose their noble cause of no basement apartments.

You see the City of Toronto ? Well, it's the same intensification the Province of Ontario wants it's other larger cities to copy. Density, density, density.
